You have been nominated as a magistrate of Pulaski County, with no opposition in November. You have two questions concerning fiscal court.
You ask: Who will have the responsibility to hire and fire county employees under the CETA program in 1978? The answer is that the county judge/executive will have the authority to hire or fire CETA personnel, with the approval of fiscal court. KRS 67.710(7). Cf. KRS 67.080 and 67.083.
You inquire: In what situation does the county judge/executive have a legal vote pertaining to decisions of fiscal court? The county judge/executive will have all the powers of any other member of the fiscal court, including the right to vote. Thus the county judge/executive will have the duty and power to vote on any question or matter coming before the fiscal court.
