The total compensation (which you ask about) of a county attorney for prosecutorial work would be the total public compensation the county attorney (whoever he was) received in the calendar year of 1976, but no less than $7200 per annum. See KRS 15.765(1).

"Total compensation", as mentioned in KRS 15.765(1), can only refer to the totality of earned and collected fees, commissions and any salary paid out of the county treasury. It does not include the county attorney's expense allowance, as you suggested.
