In your letter of October 20, 1978, you state that you believe the Barren County School System is subverting the Open Records Law, KRS 61.870-61.884, by delaying your inspection of certain public records. You ask our advice as to how you may obtain copies of the documents you have requested to inspect.
A request to inspect public records should be made to an agency in writing, and the agency should respond within three days either by allowing inspection of the records or by stating the specific exception authorizing the withholding of the record. KRS 61.880(1).
After a person has inspected public records he may request the custodian to furnish him a copy of the records and pay in advance a prescribed fee for the copy. KRS 61.874(1).
If an agency denies inspection of records, the requester may appeal to the Attorney General, and the Attorney General may issue an opinion as to whether the records were properly withheld. KRS 61.880.
