You ask about the power of the county judge/executive to appoint or dismiss directors of a sanitation district under KRS Chapter 220.
Assuming the district lies wholly within Shelby County, the county judge/executive shall appoint all of the directors. KRS 220.140. Such members of the board of directors hold at the pleasure of the county judge/executive; and thus the county judge/executive may remove any of them during his term. KRS 220.140. The words "hold at the pleasure" refer to the holding of the office at the mere will of the appointing authority. Rogers v. Congleton, Ky., 84 S.W. 521 (1905). A legal cause is not involved.
