This is in answer to your letter of December 22 in which you desire to know the effective date of legislation enacted during the 1982 Regular Session of the Kentucky General Assembly, assuming it adjourns sine die on April 15, 1982.

In response to the above question, we are of the opinion that ordinary legislation enacted at the 1982 Regular Session of the Kentucky General Assembly will become effective on July 15.

April 15, the day of adjournment, must be excluded, which means that July 14 would be the 90th day following adjournment which must be included in computing the 90-day period of time, thereby making all ordinary legislation effective on July 15. Concerning the method of computation, we refer you to OAG 72-195 and KRS 446.030.
